Why does this need checking before quoting?

How should uncertainty be handled?
- Tell the contractor that the material is unknown or suspected.
- Look for product and installation records without disturbing the roof.
- Ask a competent asbestos professional how identification or testing should be arranged.
- Do not take a DIY sample based on instructions from a general roofing article.
- Keep the result and the agreed removal scope with your project documents.
What should a roofing estimate include or exclude?

A useful budget can still show the proposed new roof separately. It must make clear that the replacement-covering number is not the cost of safely removing the old material. An unpriced item is not a zero-cost item.
Is cleaning a harmless way to check the roof?

Where the product is uncertain, provide the contractor with that uncertainty rather than choosing the cheapest cleaning or removal option. Photographs taken from a safe place can help describe the roof, but cannot certify its composition.
What should you ask the contractor?
- Who will identify the material, and how will the result be documented?
- Does the quote assume a negative result, or include specialist work?
- What changes if the result is positive?
- Who is responsible for the safe work and disposal arrangements?
- What evidence of completion and any required clearance will be supplied?
